A person who is blind: you are putting the person before their disability. Differ from norm/ average: they have differences from what society calls the norm. Require individualized/ specialized program to fully benefit from education: for example, having an educational assistant in the classroom to support the child. Who is exceptional: they differ on average on the following characteristics: Communication- individual could be non-verbal, or have a hard time communicating effectively. Physical characteristics- weakness on one side of their body, someone who can"t control most of their body and is in a wheelchair. Disability in terms of going over stairs. Their impairment impacts their ability go over stairs. Stephen hawking, not limited in intelligence, but has a disability going over stairs or ledges. Being colour blind and being a visual artist being colour blind is the impairment, there would be a disability in terms of being a visual artist.
