How does a nation and its people move from a condition where rights don"t exist to one where they do. How do leaders move from being violators of rights to protectors. How can rights advocates work to help such a shift occur. Key: for a normative shift to occur on the global stage it must first occur on the local sage. Norm of socialization, norm cascade what constructivists came up with. Socialization is process where individuals introduced to dominant values/shared values of a group. Pair individuals to function in a group/society by illustrating expectations of behaviour/norms of that group & reflect them back= norm socialization.
