The reason behind this idea is that the conjugated verb is already expressing the subject in the question. Pay particular attention while using the conjugations in the third person singular and plural because, as you can see in the table below, these conjugations could be used for different subject pronouns. In these cases, it is necessary to clarify who is the subject of the question; in particular, if you are introducing a new idea or a new question into a conversation. In this question who are the guys from the pictures? the subject is explicit, los chicos (the guys). The listener would not know who is the subject, or to whom the question is referring; in spanish it could refer to l, ella or ud.
