The cbc was more than a broadcaster according to doyle. The cbc is mandated to be a cultural institution, an incubator of artistic talent, employer of talent from many genres and provider of unique programming that other broadcasters fail to deliver (page 194). One knows that a show is of quality when the ratings are high. Large numbers of viewers choose to watch elimination reality shows because they believed that it was quality television. Ratings do not measure the audiences they just indicate how many people were watching the program offered. They provide little to no information on whether the viewers enjoyed the program; it does not provide an indication is the public interest was met. Ratings then show that there is nothing coherent about whether the audience is being well served or not. Broadcasters turn to the rating services to measure the total numbers of viewers for any program due to different criteria.
