This is something we offer to everyone as basic service : because certain communities couldn"t get the access. Society as a whole had to read and write in order to level up: in industrial societies, not having running water in the house is a problem. But internet access: there"s a concept of falling behind, and there"s an inequality (if there"s a group project and there"s no internet at home, your kids will fall behind). And does this policy work: in not simply a matter of infrastructure and access, because some people don"t actually take the full advantage of these services. Nowadays 85% of traffic is netflix, and in poor places once they get access, they don"t use that service for what they need such as job searching.
