Europe was at a time of prosperity during the 18th century (optimism toward knowledge and progress) Society"s progress was thought to be tied with advances in knowledge and science, which could yield truths which were believed to be universal. Criminal justice system can have a deterrent effect is his idea of the universal truth. In the enlightenment there was also a shift of what kind of knowledge was valued in society.
