If the due process model is founded on the presumption of innocence, then, according to some people, crime control is founded on the presumption of guilt. The idea is that deterrence is best achieved through harsh punishment and that public security/safety is best achieved by removing offenders from society. There is the potential for the state to take up the position that says we will punish people in anticipation of their bad acts conspiring to commit a terrorist act becomes just as bad as committing the terrorist act. The crime control model encourages people to believe that the state is acting in the interest of the public when it arrests someone who could commit a crime.
