We aren"t interested in why people commit crime, not their personal biographies, but rather what matters are population level, group level, risks. Problem risk is in fact a poor proxy of crime. Many lists of risk factors that can be associated with criminal activities. So it isn"t clear what a risk-based preventative approach actually entails. Crime prevention in ontario, risk action (chapter 3) Crime prevention is defined in terms of risk explicitly. In the document in the example, there is identification of both risk factors and protective factors. Starts with individual level and then continues to gender, poor anger management, school performance, street victimization, etc. protective factors are a long list as well.
