Ancient societies have attempted to establish order maintenance through law enforcement such as. Hammurabi code 1754 bc a set of rules and punishments to establish peace and order in society. Policing as a community responsibility; hue and cry (able bodied men assisting the police when called upon to do so); frankpledge system (individuals are responsible for their neighbours). Policing developed also in relation to geographical areas that established counties and jurisdictions. Policing became established as an institution in these ways. Early policing: based on fear of dangerous classes by property owners and the wealthy who employed private police for protection. Early forces were plagued by corruption, low wages created the problem of taking bribes. 1829 england, sir robert peel founded the first organized police service against much resistance to the idea because many thought the police represented limits on freedom and people were suspicious of any centralized authority.
