Our definition of picture books has to be expansive for a broader audience. Originally for the very young; trying to ease them into reading. There could be a disconnect between text and illustration; greater recognition for the ability of the child reader. In many early picture books, the words and the pictures are in harmony; they tell the same story. The function of the picture is the narrative; the quality of the work matters. In a picture book, the pictures should dominate; the words should be subordinate to the pictures.
