Fully enfranchised women: first country to do so. Chancellor and president are held accountable by the reichstag. Chancellor in power for only 4 years. Hugo preuss writes in article 48: allowed the president, in times of national emergencies, to rule without the parliament, germany can effectively become a dictatorship, president is supposed to give up power after the crisis is over. Germans believe in legitimacy: will not be obeyed if you take over the government and deemed illegitimate, hindenburg says that the sdp is the legit government of germany. Hated democracy, but still supported the legit government. Many of the right wing people decide that wolfgang kapp should overthrow the republic: kapp was the co-founder of the fatherland party. Soldiers congregate in berlin in 1920 and the republic leaves for stuttgart. Army and navy declare their support for kapp. Workers strike and actively resist him: can"t win if you can"t win over the german workers.
