Estates are still very prevalent in these regions. Social class maps onto ethnicity: social tensions become mapped on to national tensions. After ww2, the map of this region is reworked completely. Russia was an autocratic state under the rule of the tsar. Russia is the most backwards state in europe: little literacy, 80% agricultural, serf based economy, railroads come much later and there are fewer. Russians have an idea that they need to modernize in 1890: comes after the crimean war, british and french get to crimea faster than the russians do, russia needs railways to mobilize troops to the battleground faster. Idea that people should be made to be ethnic russians. They speak peasant dialects of russian and should speak real russians. Pan-slavism is just russification of the slavs. Russia is the defender of the slavs and the orthodox church and wants to spread these ides through eastern europe. Russia inherits 400,000 jews from the partitions of polish.
