Sir william cecil, later lord burghley, who managed the council until his death in the late 1590s when he would be replaced by his son, robert cecil. The council would meet to discuss important state business, which it implemented via state papers. Privy council state papers included letters that were sent to individuals, notably lord and deputy lieutenants, sheriffs, justices of the peace as well as royal proclamations, commissions and writs. They sent instructions commissioners to investigate recusancy, arrange for the calling out of the militia for training and in times of war, to defend the coast against pirates. Privy council orders also dealt with law and order, including the prevention of crime, various socio-economic regulations, repairs of ports and harbours, poor relief, and game laws.
