There are 3 paradigms of the welfare state: liberal. Main assumptions according to a liberalism is that society is composed of individuals, who interact with each other to trade goods and services. Society is guided by the market, and the market can bring prosperity. Urbanization means many people are looking for jobs in the city (unemployed, overcrowding, leads to homelessness), in order to bring stability to society, government has to take certain actions in industrializations. Wage based relations (some people find jobs in factories but what happened is people lose the job, there is a new risk with growing society) Political stability is required for markets to work properly. According to liberal perspective, rise of welfare state associated with process of industrialization creating homeless, break down of protection, new risks in society, making the government needed to fix theses issues.
