Week 2: theoretical explanations of the welfare state: We need to rely on theories that identify the independent variables (factors and forces that have shaped/influenced the development and expansion of the welfare state) Theoretical paradigms on the welfare state: they can be classified into three camps. Welfare state development and expansion: unit of analysis (levels of economic development) Industrialization, urbanization, the disintegration of traditional way of social protection. Tackling the social and demographic implications of industrialization. Welfare state as the response to social disorder and disintegration caused by industrialization. Mechanical/automatic response by the state to tackle and solve social problems. Main focus is on overall government expenditure (not how it is spent and where it is spent) It cannot explain the presence of weak and residual social programs in affluent societies. 2-state-centred perspective/ institutionalism: unit of analysis (state and institutional structures) The role of bureaucrats in translating public/national interests into public policy.
