New technology did not match with the tactics, especially in the early days of the way. Called machine guns unsporting, unfair and unethical and much preferred cavalry approach to fighting. As a result, it was not common in some early wwi battles to see soldiers mounted on horses armed with swords move straight into the face of machine gun fire. Unlike devices like the machine gun, naval technologies were viewed quite positively by most counties in wwi. Naval power was also associated with world power; something wanted by even the smallest and poorest of nations- would give them place in the sun . Allow any country a chance to stand in the political spotlight.
