Locke distinguishes between the mind and the body with the rules of property he is talking about property not suffer. Lo(cid:272)ke"s theor(cid:455) of propert(cid:455) is still (cid:272)o(cid:373)(cid:373)o(cid:374)l(cid:455) utilized. Principle of democratic theory citizens will follow and guide those laws, at that time citizens can either be active or passive, and only active citizens can be a part of those democratic society. This meant the number of active citizens at that time was very low, maybe 10% of the population and so majority of those people had to live under laws that they had no say in. This government allowed to have force, which meant they can forcefully make people do what they want or follow the government. The government can only use it force to protect property, possession, life and property are legit concepts of using power, everything else is illegitimate reasons of power.
