Prior to Thomas Hobbes, other theorists said because of our grounding in morality we need law
What is Morality?

In a complex society one cannot be ground for a stable society
Law is third party that has the authority to create rules and enforce them
A functioning system of law takes the burden away from individuals using violence
Called into question then crushed the feudal system of production (modernity)
Development of Liberal Democracy:
Theory that suggests all are born equally
Everyone is equally entitled to do what they want as long as they don’t cause harm
Democracyrepresentation of a group of people or government The early liberal state had to extend itself to the poor in order to safe guard its own
Sir Robert Peele: Surveys London and asks how are people being policed?
Answer: Privately –ie. companies, wealthy people own their own security.. The state
(Gov. of England) has a military which goes in once in a while to create order again.
None have a concern with the idea of socializing people.
Peele’s surveyed the arbitrariness of policing having under and over lawsie. pee in public, steal
from your neighbor (he doesn’t care), as long as you make sure to show up to work on time
Peele’s solution to the problem of policing is by giving people an idea that the laws work on their
behalfin self interest.

He believes that instead of sending police that don’t talk or act like the public (military), they should
hire police from the neighborhood (how we currently have our system)where not given guns, but
had a badge, baton and whistle

Goal is not to punish harshly, rather to be consistent
The government creates a public system in education to encourage literacy, creates public health
care, community fire departments, all paid through taxation
