Institutional approach: pre-confederation: constitutional history, post-confederation: first national policy, the bna act and federalism. An institution is a system of rule through which choices are made a conflicts resolved. Legislature and judiciary are ways that this is done. Constitution is the rule book of how choices are made. How we have shaped the institutions by the constitution is important in understanding outcomes and decisions. Responsible government: executive is responsible to the legislative: the executive branch must have the support of the majority of the house of commons to stay in power/legislature.
