North korea - a rogue state - member of international community refusing to abide by usual rules and procedures that good, responsible states do. Con rm the existence of a world order. North korea, syria, iran - threatening, rogue, uncooperative states - their existence suggests there is an existing global order, and these rogue actors stand outside of it.
