Not necessarily dependant on any legal order. Everyone should have human rights in international law. It is more difficult to react to human right violations and it is more vague. Historically, property was the determining factor as to whether someone could be considered free" or not. Those who own property are responsible and functioning active members of society. There was a fear for those who don"t own property, they wouldn"t have. Today - property has changed the ways it is important concern for their country: ex; homeownership is considered a significant goal and sign of success, certain laws have been eliminated and adopted more abstract ways.
