Concept of evaluation is controversial as it has different meanings for different people. If it means review of policies then it"s been in existence for a long time in canada. Since 70s and 80s, the meaning has changed. Program evaluation is defined as periodic, objective, systematic, assessments of organization of programs in light of circumstances in order to review rationale behind the policies or programs, impact, effectiveness and efficiencies of program. Policy evaluation and program evaluation is interchangeable: policy evaluation is how a program will operate, whereas program evaluation is how it has operated. Not a good distinction: because prospective and retrospective are part of the same process. Much more appropriate to say that a program is being evaluated, not policy: evaluation policy is much more difficult than evaluating program, if you want to evaluate environmental policy, it is much easier to evaluate program. Program put in place to increase environmental awareness.
