It"s always better to side with virtue (fear) than chance (love) You can think, i hope they"ll love me when i need them most but then you are just relying on luck. Mercy in private life is a virtue but in public life it can be a vice. Honesty states that a prince always should be honest, as the ancients would say, it"s a virtue. Machiavelli says that in public life honesty isn"t the best policy, it can be a vice in public life. If necessity dictates that you have to be dishonest you have to use it accordingly and learn how not to be honest. Subdue and constrain, one with laws and one with force. Humans are ruled by laws and animals aren"t. When dealing with humans sometimes the laws are not enough, you"re dealing with a beastly behavior so you have to deal with it as a beast.
