Identify upstream factors in community specific terms, attitudes, rules, social norms. If you write a generic paper about bullying you wont do well. School board/policy, there could be things within school policies that could dress the issue. Parents you would want to do something for all parents to prevent bullying, information dissemination. How are you going to describe these so it is directly related to your community. Talk about the various ses in school. Its not just about saying whats wrong but what is missing. Social norms and values if there is a high hierarchical system, power dynamics. The program does not have to be fully fledged, more interested in the steps you are going to use to get the community involved. Include 5 or 6 principles related to community psychology. The people in the community, including the kids. Multi-level multi pronged, the first chapter outlines the principles broadly and the next chapters go into more detail.
