2011: 75% of all government spending: health, education, welfare: reduce role of government in our lives, one advised government on economic policy, known as economic council of canada, other composed of academics, called the national council of welfare, ecc didn"t survive mulroney"s second term in office, decline in gov. employment standards, pm harper did away with ncw, major advising bodies no longer existed, mulroney gov. interested in de regulation, ecc believed there was a much broader set of fundamental values, these were widely adhered to by canadians, eoflea: efficiency, openness, fairness, liberty, equity, accountability, everyone shares these values, not necessarily means the same thing when. Ideological disagreement between ecc and government discussed: efficiency, getting the most for the least, openness, decisions have to be made in an open manner, fairness, procedures, should be one set of rules for everyone, equity, outcomes, contradiction comes from understanding of liberty, liberty, mandatory first minister"s meeting every year.
