Official Multiculturalism in Canadian Public Policy and Law -Used to combat sexism and racism - Rise of the Quebec sovernity movement - Came about as a way of degerlitising Quebec’s claim to culture a. Royal Commission on Bilingualism and Biculturalism (1963-1969) - Gov’t appointed a royal commission - Held hearings across Canada - More than just English and French Canadians - Trudeau though muliticularlims would save both the French and Canadians b. federal multiculturalism policy (1971) - it was proclaimed - assimilate new immigrants - talked about multiculturalism in a bilingual framework - a Canadian multicultural council and directerit established in 1973 c. Canadian Charter of Rights and Freedoms (1982) - Charter included mulitcularlism as an identity d. Canadian Multiculturalism Act (Bill C-93, 1988) - july 1988- conservative gov’t= passed the multiculturalism act and policy - “recognizes all canadiansfull Canadians to protect people within Canadian society” 2. Multiculturalism from 1990s-Present a. in political discourse - lip service to muliticultralism - often that’s what it is - this is because of its orgins.. b. demand from above (rather than below) - Wasn’t a demand from below but above( no one called for muliticulatims in the form that it is resembled in the 1700’s or 1800’s. - Rooted as an ideology discourse to undermined Quebec nationalism ; if Quebec is going to separate then we’d end u0p splitting Canada into smaller places c. concerns granting/funding, electoral politics, “ethnic” cultural fairs and religious celebrations, legal defenses in court (but not social justice) - Not con
