Purpose of government primary purpose is to protect the society. Given up, the right of liberty is self. Subject to the law, we are obligated to the law. It is our duty to obey the laws, they put us into our place in society. Action can produce conflict without the knowledge of it. It is to be recognize after wards by people in their minds. Tacit vs. express democracy government separation of powers and obligations. Individuals think they could disobey the law, when they have to obey the law or else there will be chaos in the society. Locke is not a democrat but he is a liberal. Democrat would be concern with equality all the way through. Law acts like a regulation / guide for our freedom. This is not a constraints, more of a common sense rules and to help regulate our own activity.
