Last week we talked about the mix of private and public powers regarding security issues. Both have passed legislaion regulaing indigenous consultaion in relaion to ei. (this was done in the last 9 years or so) Reason to look at both peru and ontario: both had similar frameworks and paterns, but diferent results.
