Last week we talked about the mix of private and public powers regarding security issues. Both have passed legislaion regulaing indigenous consultaion in relaion to ei. (this was done in the last 9 years or so) Reason to look at both peru and ontario: both had similar frameworks and paterns, but diferent results. Legislaion was a response to social protest and scandal. Protest catalyzed/shaped by pre-exising legal commitments that were made to inluence consolaion: is there consolaion according to the commitments that the states made. The process of translaing the consultaion to a framework. There were diferent takes on what consultaion was in both places. The process to develop what consultaion should be it was subject itself to consolaion. Figure out what to consult in order to set out guides on how to consult. Law played a role in empowering social movement (how did it mater?) They happened at roughly the same ime (the cases of peru and canada)
