Importance of files: there is expertise in the sense that you need a set of qualification to become an expert, career, those who work in a bureaucrat, it becomes their profession. That is what they do for their lifelong pursuit: obedience of general and abstract rules, sites of bureaucracy, private corporations, government, political parties, bureaucratization and bureaucratic thinking in modern society. : process of increasing power and presence of bureaucratic institutions: rationalization of social life: efficiency, control, and prediction, why does it succeed. Nobody cares: we start treating others as machine, without regards, knowledge as new form of power in modern society, decrease of democracy d, resist social and political change (biased toward the status quo)
