Dictionary definition of vagrant: someone who is both homeless and jobless and earns a living by begging. Envisioned as one of fluidity street as a vehicle and people as passengers. Impediments are defined by way of moral conception of urban propriety, and by extension, urban citizenship. 2nd world war, 1950 70: liberalization of vagrancy laws. Removal of the several sanctions redefinition of the person of the vagrant.
