The founders of the us were trying to form a nation and they needed their work to not be undone. 2/3 vote of approval in both houses and then it needs to be ratified by of the states. The american constitution is quite static and hasn"t passed one since 1972. The bill of rights (first 10) were all passed at the same time. The new amendments are harder to pass because there are more states needed to reach the mark and the country is much more diverse now than it used to be. The population in america right now is more polarized now in politics than it was at the time of the civil war. Historical progress comes mostly from the supreme court justices and the views they take on the already existing constitution and its amendments.
