Policy: gun control, increased use of incarceration, innovations in policing. Likely a combination of factors that explain the recent drop in crime. Some programs were ineffective and harmful: ex: d. a. r. e, scared straight. New standards: empirical evidence of effectiveness, assessment of research design quality.
