Effects populations differently and laws effect populations differently. People in politics make promises to be tough on crime to get voters. Adam"s law, megan"s law (kidnapping and sex crimes) Three felonies and the state can put criminals away. Emphasis on catching, convicting and disposing of a high proportion of offenders. Freedom is so important that every effort must be made to ensure the decisions are fair and reliable, based on law and formal proceedings. Defined by elected representatives in state legislatures and congress who make choices about the behaviors that the government will punish. Disagreement about which behaviors to punish as crimes. Mala in se crimes are considered wrong in themselves. Mala prohibita are crimes that are prohibited by the government and not because they are wrong themselves. Serious crimes punishable by incarceration for more than one year.
