Political motivated- desire for government policy change, or political change. Subnational groups- groups not controlled by a government. Clandestine agents - individuals that could be controlled by the government by acting independent. First group that was concerned terrorist were zealots-sicarii , in 1st bc. Jewish group trying to end roman occupation in the area. Stabbed people who collaborated with roman officials. Immediate causes: explicit sources of anger that terrorist groups rally around. For example, the iraq war, us support for israel, us support for non-democratic. Underlying conditions: things that make people willing to join or support terrorists. For example, poverty, bad governance, poor social services, lack of education.
