restrictive areas), non cumulative (only the activities specified by the applicable zone are permitted).
Limitations to Use Restrictions: local governments are constrained by constitutional protections.
Changes in Use Restrictions: reclassifications are permitted if the governing body is able to show that the
zoning restrictions were either a mistake of that there is public need that has resulted from a change in the
character of the area.
