Family, School, and Society February 16, 2017 “Are Learning-Disabled Kids Tossed Aside?” (Source: ABC News) - School systems in New York - Suit filed against NYC Dept of Education - Laws and regulation surrounding helping children with learning disabilities o Poor funding - IDEA Act: schools evaluate performance, not “wait and fail” “Unable to Get Special Education, One Family Moved” - Asperger’s Syndrome - Wasn’t able to get special education in Texas (no more than 8.5% of children in each school district can get special education) Education Policy for Students with Disabilities - IDEA Act o Provides some federal funding to states - Section 504 of Rehabilitation Act of 1973 o Prevents discrimination based on disability but doesn’t provide any funding o Can restrict schools funding if they are out of compliance - Both policies mandate students to receive free appropriate public education o Be in inclusive classroom as much as possible and not separate services - List of indicators o Way that federal government can track how well they’re doing with providing services to children in the states o When deciding funding, look at these indicators Massachusetts - Percentage of students with disabilities gradually increasing, hovering around 17% Type of disabilities - There are about 15 or 16 different categories of disabilities - Includes physical limitations to learning disabilities - Under one funding so difficult for government to handle o Difficult to regulate Within special education, large proportion of students: low-income How MA Defines Inclusion -
