Equality vs. equity: giving everyone the same thing vs. recognizing difference is an issue and people have different needs in order to achieve the same outcomes. Disparities in (cid:498)opportunity to learn(cid:499: native american 61, asian american 97, black 47, latino 53, low-income (farl5) 53% Looking at the gi bill: able to use low-interest mortgage provisions to move family from public housing to segregated suburban home ownership. Racially restrictive underwriting criteria; family remained in rental housing in the city. Education implications: cannot afford to send child to college, high school is from under-resourced segregated school.
