6 Criteria Pollutants ‣
1) O3 -> Ozone!•
2) Nitrogen Dioxide (NO2)!•
3) CO - Carbon Monoxide!•
4) Pb - Lead!•
5) SO2 - sulfur dioxide!•
6) particulate matter -> any small granulate materials (similar to Boomer), can •
cause asthma !
reduction from PM 10 to PM 2.5!◦

2) set a harm based standard -> what is the level of concentration that the EPA will ◦
allow, HOW!

3) States Plans!◦
a) states submit their own plants to meet standards!‣
b) the EPA has to approve it -> can either deny, which causes a redraft, or they will ‣
approve !
repeated failure to submit an appropriate plan, you get a FIP (federal •
implementation plan) !
c) if they approve, then it leads to a SIP (state implementation plan) -> state has ‣
autonomy to determine the manner in which it is going to meet the EPA's goals!

a lot of mobile regulation comes down to the Federal government, fed has jurisdiction around •
the mobile regs!
most of the stationary is left up to the states in a SIP!•

Why SIP over FIP?!
different amounts of mobile v. stationary!•
state government more efficient than federal government !•
more progressive states can set higher standards, more stringent!•
reflects state culture, preferences, and economy !•
