In the state of nature, executive power does exist you have the right to punish the person who committed the crime against you it is up to the victimized person to in ict the punishment. Locke says a neutral body should serve as an impartial judge of disputes. Certain things that we are better o with govt than without dealing with crime under govt argues we would be better o with govt and gives his case.
