After the attack on pearl harbor, there rose the issue of national security vs. protection of civil liberties. Incarceration of japanese americans was the result of not only the pearl harbor attack, but also the buildup of anti-japanese sediments that was present for the past 40 years. Recall: people were wary of japanese as spies since 1905. Fall of 1941: u. s. intelligence authorities gathered clues that the japanese were going to attack and detected japanese military movements across the pacific. John toland"s the rising sun book: toland hypothesized that even though some u. s. officials knew of the japanese plans, they did not take action and prepa re because they thought. Hawaiian defenses were strong enough and they did not want to enter the war (the u. s. at that time was just aiding its allies in europe and was not in the war itself)
