A short circuit parallel to any circuit element (resistor, capacior, etc. ) is equivalent to just a short circuit. The circuit element can be ignored because no current goes through it (all current goes through the short circuit) voltage source - a component which supplies a voltage across its terminals. The + and - indicate the direction in which the voltage is pointing (+ indicates the side of higher voltage, and - indicates side of lower voltage)
