Intervention associated with rehabilitative ideal- not just youth, part of criminal justice system. Intervention works better short term, diversion helps long term. View of juvenile court judge supposed to be different than adult court, judge should always be looking out for the juvenile"s best interest, case by case, like a parent, judge should be acting as a lawyer. Created to change kids" lives: problem with this: people don"t like this setting, people want real punishment for juvenile, judges may not appeal to the public. Argues that it was not used to rehabilitate used to keep away from public, better than adult prison or jail.
