To understand them we need to consider: Fear of moral decline focus on children susceptible: Don"t immediately understand narrative storytelling and different between programs and advertising. Fear of new tech"s or cultural form"s negative impact outside of parental control. Eg: video games - the violent behavior. Response to mean world syndrome (media makers present the world as much more violent than that reality and mislead audiences (children) to sense much more negatively the world) Displace anxieties for large cultural concerns too diff to control head-on. So: makes fear more manageable but does little to protect people. The internet is the wrong place to focus for educating children. Moral panic is bad as this problem is only a small item in a large pool (bias)
