Served as executive director for national congress of american indians (ncai), reviving the organization & laying foundation for its contemporary prominences. Ncai"s membership grew from 19 to 156 tribes, became financially stable & brought its platform of tribal sovereignty to attention of congress & executive branch. Revolutionary americans signed treaty with delaware nation. Tribes & us are two separate entities from the start. Approached delaware nation in condition of dependency. Had no right to dictate delaware nation. Could not assert authority over delaware nation. Delaware not assert authority over delaware land through their country to troops & same to conduct by nearest & best ways.
