France, austria-hungary (ah) britain, prussia & russia dominate european politics for 200 years. Multipolarity: no power was strong enough to dominate the others. They unintentionally developed a set of norms/tacit rules which works until napol on: limits on means of war. General idea that non-combatants combatants (ie. leave civilians out of it: general acceptance that 5 state balance was deemed stable & good, 5 power would maintain balance of power. A state wouldn"t bandwagon with aggressor or pass the buck: war is okay! 1789: french revolution domestic issues that is a blow to the balance of power. 1792: france decides to go on an offensive to free everyone from the ancien regime. Creation of an anti-french coalition (russia & prussia join a little late) He overextended france & tried to take on russia. 1815: ah, britain, russia & prussia create alliance and defeat napol on at waterloo. Now powers develop arrangements to avoid similar situation.
