Criteria are usually either objectives or standards. A stylized example: congestion at the airport. Two few takeoffs and landings at our city airport occur on time. Selecting criteria means naming the most important goals and performance standards we wish to analyze. The alternative will reduce the severity of the problem. The alternative will add more benefit than cost. The alternative will add benefit at minimum added cost. The alternative will minimize waste of resources. The alternative will improve the allocation of benefits and burdens economically. The alternatives will be permissible and within policy actors" existing. The alternative will garner and sustain necessary support among elected officials, voters, etc. The alternative will treat those affected evenhandedly. The alternative will not unduly burden the free choice of producers, consumers, and citizens generally. Criteria will be applied to projected outcomes of alternatives as implemented.
