Congress sets their budgets in issue networks/iron triangles. Congress issues general mandates and laws for bureaucratic agencies to enforce. Congressional standing committees oversee the way agencies implement federal laws. Cabinet: 15 departments, all headed by a secretary who are chosen by the president and approved by senate. the secretaries are often very loyal to their departments. The members are often no close presidential advisors. Some problems they face are that conservatives believe some departments are unnecessary because they expand the scope of the federal gov"t and impinge on states" rights. President"s role in bureaucracy: appoints the head of non cabinet agencies as well. Implementation: the translation of policy goals into rules and standard operating procedures. Admins. have expertise that members of congress lack. Congress does not want to be blamed for unpopular rules and policies. Members of congress can agree on general principles but not on specific ideas.
