Nuremberg established that individuals and heads of states basically commit crimes, not countries. This court covers crimes committed by people in the highest positions of state. You cannot bring countries. you cannot punish countries except by sanctions. actions against individuals who in their capacity, committed crimes. Ex: president or prime ministers cannot claim immunity because this court is designed to go after people in positions of power.
