Kaiser Wilhelm II really liked this book. Because traditionally Germans had believed of running
affairs only in home and Europe. But he believed that for them to be a great power, you have to
have an international presence through the use of sea (navy) etc.
He was a distant relative of Queen Victoria. Once he started building the navy, he was looked at
not only as a relative but now a threat.
