The Paris Peace conference: Beyond Europe
- How it deals with issues that goes far beyond the Europe
- Europe is the major focus of many treaty that comes under Paris Peace
conference
- But there are many other events that arise in the WW1 and therefore needed
some resolution
- What happens when go beyond the big 4 to talk about the other 2 big
countries? – Chine
- China got involved in the war during 1917, same year as USA. They were
involved because 10s of thousands of Chinese labors were already being used by
France for war efforts. China is hoping to get back the German sphere of
influence and other European sphere of influence
- Japan was the second country to join: It tries to represent itself as the new
great power in East Asia.
Racial Equality Amendment:
- The League i Wilsos id had to hae a itte ostitutio.
- The draft committee was represented with – UK, PM Venizelo (Greece), China
(Viscount Ku) and Col. House of USA.
- Japa itodued the ‘aial Eualit Aedet at.
- How did all countries react to it?
- UK did’t like it – because much of British Imperial control was based on racial
hierarchy, jingoism
- China: The didt at it eause this a ot allo geate Chiese
dominance. He was worried China will become to the Japan what Latin America
is to the U“A. He sas its a good idea ut ist sue
- Greece: Geee doest at it eithe eause of the ioities like Tuks. He
defers from it too.
- USA: USA disagrees too because slavery, segregation laws under Wilson.
Japa poposed the idea ude Wilsos 4 list ut as ot aepted. The eae sou. The ealized
they were still looked at as different.
Countries were worried that they would see massive Japanese immigration to China, America,
Philippines etc. This would be a problem because it would diminish their power to say a community
at oe i ad u agaist eophoi eioet.
Japaese ealized the aet eessail eloed o osideed eual.

- Wilsos 4 poits ee atuall pulished eehee as he elieed he has a
world vision. This meant that people felt they were accepted. Delegates went:
Ho Chi Minh : This is the chance to advocate for self-determination in China. He wanted the
independent Vietnamese state. He had no credentials so how was he going to get his document to the
Conference? – His proposal was archived away until found much later.
Maharaja Ganga Singh: ‘ule i Idia i oopeatio ith Bitish authoities. He ealizes Wilsos appeal
calls for self-determination, under INC some come to Paris Peace conference to say that they
contributed to the war- fought etc. and therefore, they deserve home-rule.
Sa’ad Zaghlul: He was known to British because he was in a high position in Egypt. He was aware that
Egyptians had helped the British for war and therefore, Egyptians should also get something.
Kim Kyu-Sik: Korean nationalist. They wanted a semi-independent Korea. He organizes a delegation to
petition for autonomy or independence.
- The problem is that they are all under some Empirical control
- Ho Chi Minh is under the French
- India, Egypy under Britain
- And Korea under Japan
How does this affect their involvement in global affairs?
- Ho a the ifluee a ofeee if the aet eogized.
- The nationalist aspirations of all 4 nationalities is ignored and it sours them on
Wilsos 4 poits ad League of Natios.
Middle Eastern Issues:
The British and French were willing to draw a new map for the Middle East.
- French Lebanon
- Syria under France
- Armenia under Russia
- Kuwait under British.
This was a very different idea than what the Prince Faisal (ruler of Saudi Arabia) wanted. For him
everything below the Armenians was his.
One of the countries that draws this map is Russia- and they publish it to show that war Is not about
freedom etc. but about war. The Russian nationalist did this to show that war was shit.
This also creates problems with Weizmann who runs transnational organization who ran the Zionist
movement who advocated for a Jewish state. In late November 1917, British are desperate and go up to
him and promise him a national home in Palestine. But British were just promising a very small land.
Faisal and Weizmann were both aware of both the promises made.
It would make sense for them to talk and discuss – they meet in 1919 to try to negotiate in Paris. Both
ae pushed out sie its the winner who gets to do it.
But do the winners even know how to do it? – Ifoatio. The didt hae ifoatio to da lies
and borders. So, it offered some hope to both these individuals.
Armenian Mandate: This was originally part of the territory promised to Russia under the secret Sykes-
Piot ageeet. ‘ussia o loge eisted. “o Bitish eet sue hat to do ith it?
